FEMA flood maps vs a property drainage measurement
The most common version of this question is a complaint: my house is not in a flood zone, so why is there water at the back wall every autumn? The answer is that those are two different subjects. One is a regulatory designation at community scale. One is the shape of the ground in the last three meters.
Neither replaces the other and neither is a substitute for the other, which is worth setting out plainly before anybody buys anything.
What a flood map is for
A Flood Insurance Rate Map designates flood hazard areas for the National Flood Insurance Program. It exists so that insurance requirements and floodplain management rules can be applied consistently across a community, and it is authoritative for those purposes.
The studies behind it are largely riverine and coastal: how far water spreads from a channel or a shoreline at a given recurrence interval. That is a question about a watercourse and the land beside it, computed at the scale of a community rather than a lot.
FEMA's own guidance for communities acknowledges the gap this leaves. Flooding from ponding, localized drainage problems, and streams that drain smaller areas may not meet the criteria to be mapped as a Special Flood Hazard Area.

That is not a criticism of flood maps. It is what they say about themselves, and it is the reason a second, smaller-scale question exists at all.
What a per-wall drainage measurement is for
It answers a much narrower question: on the ground as measured, which way does the surface tip at each wall of this structure, how much land drains to each wall, and how deep does any nearby hollow fill before it spills.

Why the two disagree so often at one address
Because most water that ends up beside a house never came from a river. It came from a few hundred or a few thousand square meters of the surrounding ground, arrived over the surface, and stopped where the ground stopped falling.
That process is governed by three quantities, none of which appears on a flood map:
- Slope at the wall. Measured along each wall's own outward normal — measured from 0.75 m to 3.25 m out, repeated at several stations and combined so no single reading decides it. The familiar target is a 5% fall over the first three meters, which is a widely used rule of thumb rather than a code citation, and local requirements vary.
- Contributing area. The land upstream that drains to that wall, measured across the whole surface, sampled at nine points and published as a range.
- Spill depth. Every closed hollow filled until it overflows, with the fill depth kept — within 20 m of the footprint, outside every building, with a 3 cm floor because below that is survey noise. Checked on synthetic ground: a bowl cut into a 2% slope fills at 0.28 m predicted against 0.289 m measured.
What this is not
This is not a finding that a property has a drainage problem, a wet basement, or any defect, and it is not a flood determination. It is a measurement of ground slope at the walls. Whether water has ever reached this structure was not measured and is not claimed.
The refusal that a map cannot make
A map covers everything inside its boundary. A measurement can decline.
Before any water is routed, the elevation surface is tested: the median step between adjacent elevations has to clear 0.004 m. Below that it is a coarse product stretched onto a fine grid, and any channel drawn from it would be interpolation presented as measurement — so the address is refused, with the measured step in the payload.
And a wall direction is printed only when it survives the footprint being displaced one meter in each of sixteen directions and re-measured. Seventeen positions, all sixteen agreeing on the sign; the rest come back undecided with their lean and their agreement count.
Use both, for the things each is for
- The flood map for the insurance and regulatory question. It is authoritative and free to consult, and nothing on this page is a substitute for it.
- A survey and an engineer when you need a design, a certificate, or anything with a seal on it.
- A terrain measurement when the question is what the ground does in the last few meters before the wall — the part that is invisible on a community-scale map and awkward to eyeball from the lawn.

Common questions
My house is not in a flood zone, so why does water collect near it?
Because a flood zone designation and the shape of the ground at your walls are different subjects. Flood maps designate hazard areas for the National Flood Insurance Program, largely from riverine and coastal studies at community scale. Water arriving from your own slope is a site-scale question.
Do FEMA flood maps show ponding or local drainage problems?
